From how it stands now, you gather XP as you level up. The first time you try to level as RDD, it sees if you have a study tool. If you do not, it eats any excess xp for that level, and puts you back down to the minimum, and tells you that you have to first study a dragon. In order to study a dragon, you will have to find it's TOKEN as you adventure, and then use it to unlock a door in the Chamber of Dragons.
It is rumored that the Chamber of Dragons lies within a days journey from the city of Micidal. Once you have studied a dragon, you will level for your first time as RDD, and your study tool will disappear. From here on out, you advance normally. And when you reach level 10 all of your extra bonuses are applied.
