The new city is soon to be placed as scripts and violent NPCs are tested. Don't plan on going in there alone, as you will very quickly learn why. You must be LEGENDARY to enter the city, whether you have what's necessary to visit the place or not.
Other than some new quests that are LEGENDARY ONLY, you can purchase very powerful gear within it's shops. These shops have 'strange hours' and offer a very nice variety of gear to the most experienced parties.
